Popcorn Costume Step-by-Step Tutorial

1. Tear a stack of white computer paper in half across the width. Use each half-sheet to make one popcorn piece by crumpling it into a loose ball. Crumple the edges and tuck some sections under so each piece has both smooth and ruffled areas, resembling a real popped kernel. You’ll need several dozen pieces depending on how full you want the top to look.
