How to make the fringe tassel toppers:
1. Cut six pieces of tissue paper. Each piece should be about 5 inches wide and the same length as the side of your present where you want the topper to sit.
2. Stack the pieces and staple them together along one short edge.
3. On an angle, cut diagonal fringe from the open edge toward the stapled edge. Stop before you reach the staple to leave an uncut top edge. You’ll remove a triangular section as you cut — save it for confetti or another craft.
4. Hold the stapled edge and shake or gently separate the layers to fluff the fringe into a fuller tassel.
This is what the fringed piece looks like when cut and fluffed. Once you’ve got the look you like, attach the stapled edge to your package with double-sided tape or a strip of glue dots. Fluff the tassel again after attaching to give it a lively, three-dimensional appearance.
Finish the topper by cutting a short length of tinsel garland and securing it to the top of the tassel with a glue dot or another small piece of tape. The tinsel adds sparkle and helps hide the stapled edge for a polished look.
Tips and variations:

– For a non-holiday look, replace tinsel with ribbon, baker’s twine, or small paper flowers.
